Photos stuck restoring from iCloud? 7 fixes to try

After you restore or switch to a new iPhone, Photos downloads your library in the background and shows Restoring from iCloud. It can take hours or days for a large library, and it pauses on low power, weak Wi-Fi or full storage.

You set up a new iPhone or restored one from a backup, and now the Photos app says Restoring from iCloud, or shows a message that it is downloading items. Hours later, it still says so. Is it working? Is something wrong? In most cases the photos are fine and the phone is simply working through a large library, or waiting for better conditions. This guide shows how to tell, how to speed it up, and which buttons to avoid pressing.

What does “Restoring from iCloud” mean in Photos?

When iCloud Photos is on, your full library lives in iCloud. A new or restored iPhone has to bring the library down. First it fetches small previews of everything, so you can scroll. Then it downloads the full pictures, either all of them, or only the ones you open, depending on a setting called Optimize iPhone Storage. The banner at the bottom of the Library tab, or a note in the Photos settings, tells you the phone is still doing that work. It is not an error by itself.

Why is Photos taking so long to restore?

  • A big library. Tens of thousands of photos and videos, especially 4K video and Live Photos, can take days.
  • Weak Wi-Fi or a slow router. The speed of your connection sets the pace.
  • Low Power Mode or low battery. The iPhone pauses background downloads to save power.
  • A phone that is locked, hot or busy. iOS slows or pauses downloads when it gets warm or when you use other apps.
  • Cellular data off for Photos. A setting can limit the download to Wi-Fi only.
  • Not enough storage. If you chose to keep full originals, the iPhone needs space for all of them.

First, confirm that your photos are in iCloud

On a computer, go to icloud.com/photos and sign in with your Apple Account. If your library is there, nothing is lost, and the iPhone is just catching up. This one check calms most worries, and it tells you not to do anything drastic. If the library looks empty or short on the website, the problem is not the restore. The fix

Fix 1: Plug in, join strong Wi-Fi and leave the phone awake

  1. 1

Plug the iPhone into a charger.

Downloads speed up and keep running when power is steady.

  2. 2

Connect to a strong Wi-Fi network.

Stay close to the router. Avoid public networks that need a login page.

  3. 3

Open Photos and stay on the Library tab.

Scroll to the bottom and check the status text. Keeping the app open and the screen on helps the download move.

  4. 4

    Leave it alone overnight.

A locked, charging phone on Wi-Fi is the best condition for a big restore.

Fix 2: Turn off Low Power Mode

Low Power Mode pauses many background tasks, including photo downloads. Open Settings › Battery and turn off Low Power Mode. Also check that the phone is not hot, because iOS slows downloads when the battery warms up. Take off a thick case and keep it out of the sun. In the Photos app, look at the bottom of the Library tab for a message such as Paused, which names the reason, like Low Power Mode, or Waiting for Wi-Fi.

Fix 3: Check the Photos settings

Make sure Photos can download

  1. 1

    Open Settings › Photos.

On some versions it is under Settings › Apps › Photos.

  2. 2

Check that Sync this iPhone, or iCloud Photos, is on.

Do not switch it off and on yet.

  3. 3

    Tap Cellular Data.

Turn on Cellular Data, and Unlimited Updates if your plan allows it, to let Photos download when Wi-Fi drops. This can use a lot of data, so use it with care.

  4. 4

    Look at the storage choice.

Optimize iPhone Storage downloads small versions and keeps the full ones in iCloud. Download and Keep Originals pulls every full-size file, which takes longer and needs more space.

Fix 4: Free up space on the iPhone

A phone that is nearly full cannot take new photos, and the restore stalls or crawls. Open Settings › General › iPhone Storage and check the bar. Delete apps you do not use, clear big videos you have already backed up, and empty Recently Deleted in Photos. If you are on Download and Keep Originals and the library is bigger than the phone, switch to Optimize iPhone Storage. Our guide to freeing up iPhone storage lists the quick wins.

Fix 5: Restart the iPhone and update iOS

A restart clears a stuck background task. Hold the side button and a volume button, drag the slider, wait 30 seconds and turn the phone back on. Then open Settings › General › Software Update and install the latest iOS, since photo sync bugs are fixed in updates. Leave the phone on Wi-Fi and power afterward and give it a few hours.

Fix 6: Check your iCloud storage and account

Open Settings › your name › iCloud and look at the storage bar at the top. A full account stops uploads, and it can pause some syncing. Restoring downloads should still work, but a problem with the Apple Account itself, such as a prompt to sign in again, can pause everything. Clear any sign-in alert at the top of Settings. If you are out of space, read about a full iCloud account and how much iCloud storage you need before you upgrade.

Fix 7: Toggle iCloud Photos, only if you must

If the restore is stuck for days with no change and everything above is fine, you can turn iCloud Photos off, restart, and turn it back on in Settings › Photos. Apple Community replies suggest this to restart a paused restore. Expect the phone to recheck the whole library, which takes time. Before you do this, make sure you have a copy. Our guide to downloading all your photos from iCloud shows how to save a copy to a computer.

How long should I wait?

As a rough guide, a library of a few thousand photos finishes in a few hours on good Wi-Fi. Tens of thousands can take a day or two, and a very large library with a lot of video can take longer. People report restores on very big libraries taking more than a week. If the count of remaining items is going down, even slowly, it is working. If it has not moved for a full day on power and Wi-Fi, use the fixes above.

Photos missing after the restore

If some photos never appear, check three things. Look in Albums › Recently Deleted and Hidden. Check that the same Apple Account is signed in on the iPhone as the one that holds the photos. And check that you did not turn on Shared Library or a different library by mistake. A photo that exists at icloud.com but not on the phone just needs more time or a fresh sync. A photo that is missing on both was never uploaded.

What changes after the restore finishes

When the download is done, the banner disappears and the Library tab shows a normal count. If you use Optimize iPhone Storage, the phone keeps small copies and fetches the full picture when you open it, so you may still see a brief download when you tap an older photo. That is normal. If you chose Download and Keep Originals, every photo is stored on the phone, and the storage bar will show it. Check the bar once the restore is done, and switch to Optimize if you are running low.It is also a good moment to back up the iPhone, so a future restore is quicker. Quick checklist

  • You confirmed your photos are at icloud.com/photos.
  • The iPhone is plugged in, on strong Wi-Fi, with Low Power Mode off.
  • Photos settings allow downloads, and there is enough free space.
  • You restarted and updated iOS.
  • You waited long enough for the size of your library.
  • You only toggled iCloud Photos after saving a copy, and chose Download.

Frequently asked questions

How long does Restoring from iCloud take in Photos?

From a few minutes to a few days. It depends on the size of your library, your Wi-Fi speed and whether the phone stays plugged in and awake.

Why is Photos restoring so slowly?

The iPhone pauses downloads on low battery, Low Power Mode, weak Wi-Fi or a hot phone. A very large library also just takes time.

Will turning iCloud Photos off delete my pictures?

It can, if you choose to remove them from the iPhone and they are not stored elsewhere. Check icloud.com first, and choose to download if you are asked.

Are my photos safe if Photos is stuck?

Usually yes. They are stored in iCloud, and Restoring only copies them to the iPhone. Open icloud.com/photos to confirm that they are there.
