iPads need more power than iPhones. Weak adapters and computer USB ports are the most common reason an iPad will not charge.
The fix

Use a wall outlet, not a computer.

Use a strong adapter.
The one from the box, or 20W or more for USB-C iPads.

Try another cable.

Clean the charging port.
Remove lint gently with a wooden toothpick. No metal.

Force restart while plugged in.
No Home button: volume up, volume down, hold top button. Home button: hold Home and top.

Wait an hour if the battery was empty.

Let it cool down.
A hot iPad pauses charging until it cools.

Update iPadOS.
Settings › General › Software Update, once it has some charge.
