Switch between Wi-Fi and mobile data.

Settings › Apps › Google Play Store › Force stop.

Clear the Play Store cache.
Same screen › Storage › Clear cache.

Update Google Play services.
Settings › Apps › Google Play services, then open it in the Play Store and tap Update if shown.

Set date and time automatically.

Enable disabled system apps.
Check that Google Play services and Download Manager are not disabled.

Storage › Clear storage. You may need to accept terms again.
